Flood watch criteria

The directive sets a probability-based trigger for a flood watch: “The chance meteorological, soil, and/or hydrologic conditions will lead to flooding within a 48-hour period is approximately 50 to 80 percent” (weather.gov). A watch is also warranted on a separate, non-probability basis tied to dam or levee risk: “A dam or levee may fail and threaten lives or property, but the threat is not deemed to be imminent” (same source). Flash flood warning criteria

A flash flood warning is a different product with a different trigger. The directive states: “Flash flood warnings are issued when flooding is imminent or likely. This product will be reserved for those short-term events which require immediate action to protect life and property, such as dangerous small stream or urban flooding and dam or levee failures” (weather.gov). The directive lists specific conditions that support issuing this warning, including any of the following: “Flash flooding is reported; and/or,” “A dam or levee failure is imminent or occurring; and/or,” and “Precipitation capable of causing flash flooding is indicated by radar, rain gages, and/or satellite; and/or” (same source).

Watch-to-warning sequence

The directive specifies an exact operational sequence for replacing a watch with a warning: “If it is decided to replace a flood/flash flood watch with a flood/flash flood warning, first, issue a new flood warning according to the procedures in Section 9, or a flash flood warning according to the procedures in Section 5. Then, cancel the flood/flash flood watch according to procedures in this section. This ensures there is no coverage gap between the watch and the warning” (weather.gov). In other words, the warning is issued before the watch is canceled — never the reverse — precisely so that at no point is a location left without an active flood product.
