SKYWARN is a National Oceanic and Atmospheric Administration (NOAA) National Weather Service (NWS) program that was formally established in the late 1960s (NWSI 10-1807), built on a nationwide network of trained volunteer spotters who report hazardous weather to help forecasters make warning decisions. The directive that defines SKYWARN internally is titled, in full:

This is not the first version of the rule. The instruction itself states:

This article cites the August 17, 2022 edition — the version published at the directive’s official URL and referenced throughout — which the instruction’s own text states superseded the September 28, 2017 edition. The instruction gives this description of the program itself:
“SKYWARN® (https://www.weather.gov/skywarn/) is a National Oceanic and Atmospheric Administration’s (NOAA’s) National Weather Service (NWS) program that was formally established in the late 1960s. It consists of over 300,000 trained volunteer spotters who provide reports of weather and flooding to help meteorologists and hydrologists make life-saving warning decisions.” (NWSI 10-1807)
Spotter volunteer pool
The instruction identifies the pool that spotters are drawn from:

Two official counts of trained spotters
The governing 2022 instruction states the program “consists of over 300,000 trained volunteer spotters” (NWSI 10-1807). The public weather.gov/skywarn/ page, describing the same program, currently states:
“SKYWARN® is a volunteer program with between 350,000 and 400,000 trained severe weather spotters.” (weather.gov/skywarn/)
Both statements come from official NWS sources describing the same nationwide program, and they give different figures. This article does not attempt to determine which count is more current or more accurate — it records both as they appear in their respective official sources.
